(Curator's Note: This collection of meeting minutes requires quite some historical context. The Murom Cossack Host was established in the first decade of the early 100's by its "Hetman", Ilya Popovich. A military brotherhood in the style of Rashemi border soldiers, it outnumbered and supplemented the Cordor Guard of the era at its peak, and avoided the fate of disreputable mercenary companies through good deeds and vetting any jobs they were offered. These documents comprise the minutes taken by Davit Heth, second-in-command to Popovich, who would go on to serve Cordor as admiral and councillor. Sadly, they do not contain full names of many of their Host, and ranks are presented untranslated for authenticity. They begin simply and with little background, and it is unknown if the first entry was their first such "cossack circle", regular meetings where all members had an equal vote on Host direction. The first entries are presumed to date from 101-102AR.)

The Host unanimously voted to invest into infrastructure.

Kazak Vida suggested that the Host arrange training exercises for newcomers to the isle, charity work, and perhaps even naval work.


Prikazny Dirge queried whether or not Cossacks can submit Circle votes by proxy. Hetman ruled this out, unless for a specific issue and via writing.

On the matter of whether or not to allow a Banite entry into the Cossacks, the Host voted whether to table the motion until he could be found, or to dismiss him out of hand. Application rejected by a Host-vote of 4-3, Hetman Popovich abstaining.

Hetman Popovich summarised the state of the Host. Last Circle it was decided to enhance the Host's infrastructure, which was accomplished with the acquisition of HQ. The War Chest now stands at ~half a million, half of which is for the purchase of the Cordorian Flagship. Further, the Host owes Mr Vanom Lyons three hundred thousand gold, for the purchase of HQ. After the Stone Debt Rewards are cleared, we will be left with ~one hundred and twenty thousand. The debt to Lyons untouched.

Prikazny Dirge brought up the question of why the Council hadn't yet guaranteed our funds to purchase the Cordor Flagship. Popovich clarified that it's only a matter of time and logistics, as other matters interfered. Polkovnik Heth stated that the matter would be addressed next Council Meeting.

Hetman Popovich brought up the three options of what to do with our current war chest: invest immediately, repay our debts ASAP, build up further. Serzhant Temeluchus queried what investment entailed. Popovich clarified this would mean investing in "wands, crafts, equipment, salaries etc" for the Host's membership. Serzhant Temeluchus stated his preference to pay our debts sooner than later, for "good moneykeeping and honesty". He then stated he had put forward fifty-thousand Vetinaris to the War Chest for the purpose of salaries and equipment costs. To supplement internal finances while paying off creditors.

Popovich's proposed budget, as follows, 50% to the War Chest, 30% to the Debt, 20% to Salaries and investments. This passed unanimously.

Popovich brought up the Admiralty next; and Heth took the floor. Admiral Heth will employ the Murom Cossack Host for a maximum of ten select Cossacks at one thousand sovereigns per month to be deposited directly into the War Chest. A post describing open positions will be placed on the internal affairs board, and applications will be taken. Clarification was given that the Host is free to wear Cossack colours whilst on-board, or any other colours, but Hetman insisted that Cossack presence be clear. While on Naval duties, those Cossacks involved will address Heth as Admiral first, especially on board the ship.

(Curator's Note: The Host by now had taken up residence in "HQ", an unassuming name for the overnight refurbishment of the Mesmer Street Manor into an occupied military base, and Heth had been installed as Admiral.)

Hetman Popovich stated that with Vanom vanished, our debt doesn't seem to be in need of repayment. We're just stashing the money into our coffers, if he comes back we can pay him, if not, we have money. Passed unanimously.

Werewolves were brought up.

Kapitan ibn Shahrock advocated forced cures due to tactical inflexibility and public image issues.
Prikazny Loa'vith agreed.
Prikazny Oetker agreed, but stressed treating our brethren with respect.
Polkovnik Heth reiterated the Kapitan's words, and agreed, and then advocated compiling a list of wolfsbane locations to help non-Cossacks, improving our prestige.
Kazak Rook asked how to know if she's infected, got answers. General agreement to create informative pamphlet on the topic.
Motion to treat all werewolves, but with dignity, raised, passed unanimously.

Guldorand, the Arcane Tower, the Church of Tempus, the Minmir Temple of Bane, Greyhammer Village. Brogendenstein and Bendir Dale are to be invited soon, as was the Host. Cordor is possible.

Item #2: The Blood Pact
United under Kharne Riscorve, High Priest of the Black Sun, and Queen Elzi I of the Iron Citadel, the Church of Cyric, the Abyssal Forces, and Malarites.

Another coalition has formed against them, the same as above.

Hetman Popovich described the Host's financial affairs: >0.5mil bullion, and assorted relics, artifacts, and gemstones.

Hetman Popovich explained how he had been recalled to lead the Cossack lancer regiments against Thay in border conflicts. Resigning his post effective at meeting's end, he put the post to a vote - Kapitan Temeluchus stood for the rank. Members were then asked to vote for him, or the chair; that is, to put the vote to further elections.

(Curator's Note: The one year gap in records is no coincidence; members of the Murom Cossack Host had become entrenched in Cordorian politics, using its collective resources and manpower to cement themselves. Excluded and scorned, Popovich nevertheless dissolved it in their same egalitarian way: a vote to his men. This marks the end of the Murom Cossack Host, and its transformation into La Legión under Comandante Temeluchus.)
