The Conclave Pact is a pact signed between the Arcane Tower's (Tower of Mystra, Arcane Order) Conclave (Circle of Archmages) and a government or rule of another town, faction or guild, from this point on defined as 'Party'.The Conclave Pact is a mutual-cooperation pact regarding issues of arcane troubles, harm and misuse of magic and rogue spellcasters, summarized as 'Item' within the limits of this Pact from now on.

The terms and obligations of the pact apply only to the two parties and their authorized representatives.The Pact and signed documents of the Pact involve and apply to all 4 (four) full pages of the Pact and no page is to be taken individually.

Terms and Obligations of THE CONCLAVE:

1. Is allowed to conduct investigations regarding the Item on the Party's territories.
2. Is required to inform the Party about any threat related to the Item that involves the territories and citizens of the Party.
3. Holds prime jurisdiction in territories of the Party regarding the investigations of the Item.
4. Only the Conclave, or authorized individuals with written support letter from the Conclave can conduct investigations of the Item with the Pacts support.
5. The Conclave is required to conduct investigations with minimal amount of disturbance and damages in the Party's territories. And in case of damages, compensate said damages.

Terms and Obligations of THE GOVERNMENT OR RULE:

1. Is allowed to request assistance regarding the Item and the Conclave is required to comply.
2. Is allowed to take criminals of the Item - if said crimes have been committed in Party's own territory - into their own custody,but can also request them to be locked in Conclave Spellhold.
3. Is required not to assist or safe-harbour any criminal of the Item, including when the criminal is a member of the Party.
4. Is required to give full jurisdiction to the Conclaves authorized members,when requested during an investigation of the Item. However, cooperation itself is not obligatory.
5. Can organize specialized lectures and training lessons to the guard or military of the Party and request a Conclave member to lead these lectures and share information on how to deal with the situations related to the Item.

NOTES ON DURATION AND EXCEPTIONS:

1. The terms and obligations do not apply if they in any way go against the other laws of either parties.
2. In case a new law is put in place that would obstruct the terms and obligations of the Pact, parties should be informed of it prior to those changes to adjust the Pact accordingly.
3. The duration of the Pact is infinite until the moment a government or rule of either parties is overthrown or otherwise incapacitated.
4. The pact can be lawfully canceled by informing the other party of its cancellation and reasons for its cancellation.
5. Automatic and unlawful cancellation of the Pact takes place if either party breaks the rules of the Pact or attempts to cancel the Pact without a clear reason.
6. Unlawful cancellation of the Pact may dissolve other political ties between the Conclave and the Party and can be grounds for trade embargos, membership cancellations of the Party's members in the Arcane Tower or other political acts.
7. Revisions of the Pact must be signed separately with the Party's signature. Revised Pacts signatures also apply to the Pact itself.
