Proposal For The Future Governance Of Bendir Dale
1. Government consist of a Mayor, and three Divisional Leaders, those of Trade, the Military, and Public Affairs.
2. The Mayor is elected by majority vote of all citizens. Candidates must receive be nominated and seconded by citizens, and approved by majority vote of the Divisional Leaders.
3. Divisional Leaders are elected by majority vote of all citizens, Candidates must be nominated and seconded by citizens, and approved by the sitting Mayor.
4. in cases of dispute, the Mayor has the final voice. However the Mayor may be removed from office by a vote of the Divisional Leaders.
5. Any changes to the structure of the government, whether by the Mayor or the Divisional Leaders, must take place before a public gathering of citizens.
6. An individual shall be appointed to the office of Secretary to the Council. The Secretary is responsible for maintaining records of government business.
7. The decisions of the Governing Council shall be published publicly by the Secretary, unless the Mayor deems that to constitute a security risk. A decision by the Mayor as to what constitutes a security risk may be overturned by unanimous vote of the Divisional Leaders.
8. The Divisional Leaders are bound to inform the other members of the governing council of all matters pertaining to their sphere of responsibility. This information is not required to be made public unless and until it is included in a formal decision of the Governing Council.
